Financing Local Government in a Changing Environment

On 16th November, ICLC members exchanged views on the decentralization processes in their markets. The answers brought by local development bankers to the new needs stemming from the increasing scope of the local public sector activities were also on top of the agenda.

All three sessions were inaugurated by a key note speaker followed by a panel discussion.

The morning session covered: Changing environment of the public sector. Present members partook in analysis and presentations of the relevant changes in the macro-economic environment, in which both banks and governments are working.
 
In the first afternoon session the changing role of the public sector within the economy and the effects on the activities of public sector banks was discussed. The main question was: What are the relevant changes for the public sector banks: from lender to partner?
 
The second afternoon session focused on how government and the institutions could develop in the way of financing. Trends in debt, financial instruments, trends in maturity, interest types SPV's etc. will be subject of exchanging opinions.
 
November 17
The round table at 17th November gave the participants an opportunity to dialogue with players involved in the decentralization process in France. Pierre Richard, Chairman of the Board of Directors of Dexia, had invited to this debate.

 

The round table was chaired and moderated by Pierre Richard and gathered Christian Sautter, Deputy Mayor of Paris, Philippe Laurent, Vice Chairman of the French Mayors Association and Edward Jossa, General Manager of Local Authorities in the Ministry of Interior.
